FIA race director Charlie Whiting insists rule changes which are being negotiated for 2021 will not be delayed despite the lengthy process.
The governing body along with Liberty Media has been locked in talks with teams for much of the year as the new owners seek to overhaul both sporting and commercial regulations for the new Concorde Agreement due to come into effect after 2020.
On the sporting side, Toro Rosso team boss Franz Tost recently hinted time was running out for a final deal to be reached but Whiting is unconcerned.
“It’s taking us a little bit longer than expected,” he admitted last week. “We went through a lot the stuff in the Strategy Group last week, but it’s an ongoing process.
“[We are] still talking through the teams and it will be 2021, yes.”

Concept cars for 2021 have already been revealed and planned changes to the engines also appear to be watered down after a lack of interest by new manufacturers, even so it is the power units which are thought to be the main hurdle.
“It’s very complicated,” Whiting said. “There’s meeting after meeting after meeting going on these things, and the reports I get on this appear to be very detailed, so they are going into fine detail.
“At the end of that process, we’ll have a far more detailed idea of what the power units will be in 2021.”
