Red Bull advisor Helmut Marko believes McLaren could benefit from "loopholes" in the new regulations for 2021.
As part of cost-saving measures, a token system is set to be introduced on aerodynamic upgrades, while areas like the chassis, suspension and gearbox will be frozen.
However, McLaren is in the unique position of being the only team changing engine supplier, and as they adapt their current car to the new power unit, Marko claims that could give them an advantage.
"McLaren's change from Renault to Mercedes engines can also bypass some of the homologation rules and intervene in areas that are closed to others, there are loopholes," he reportedly told Auto Motor und Sport.
"McLaren is getting closer, they are well-positioned in terms of staff and technology and they will have a competitive engine from next year.
"But it won't be a matter of one year to the next."

When it comes to the development of their current car, Ferrari-bound Carlos Sainz hopes the Woking-based outfit don't follow other teams by gradually phasing him out of their discussions.
“I think they [McLaren] are going to tell me everything because I can still help them a lot in the remainder of the year and for next year,” he was quoted as telling Radio Marca.
“I have asked them, please, to keep me informed because I am the first to want to see McLaren on the podium as soon as possible, and I think I can honestly be of help just as I have been of help in the past year.”
